Does a cell phone replace the need for a medical alert device?

No.
A cell phone is not a replacement for an emergency medical alert device. Some situations such as a fall may make it difficult to access a cell phone, it can also be challenging to use a cell phone in an emergency situation in order to dial 9-1-1.
